Wellington Arch? In his defence, there is minimal warning of an incoming motorcade, the police just appear and block the cars, cyclists and pedestrians start to cross when the cars stop. I did it one time, thinking they were just stopping traffic for foot traffic. It was only when the motorcade followed me through the arch that I realised what was going on. Too late then to get out of the way, so i carried out biking through ahead of them, and doing a royal wave, which really confused the tourists.
